It makes me wonder if they're out getting exercise or if someone is chasing them. I was visiting a friend in Atlanta a bunch of years ago and something made me think of that, I told her about it and she laughed. Later in the day, we were driving somewhere and passed someone jogging wearing like work pants and boots. My friend looked at the jogger then looked at me and said, "Escape." Not sure if that story translates but it was totally funny.
